as I brought up on the SRI/2140 Signal group,
bitcoin-capnp-typesproject is becoming a bit messy with regards to:crates.iowe have started doing things on all these axis, but they haven't been enforced consistently
and as a result, the project is becoming severely fragmented
I did a major cleanup, but
RELEASE_POLICY.mdaims to formalize the already-established rules and standards so we no longer miss these details moving forward
